The Nursing Futures Taskforce brings together a range of nurse leaders to ensure sharing of critical information particularly from those who do not have freedom to speak. The cross section of leadership positions ensures that any planned actions or responses can be well-informed and well-targeted. As such the Taskforce is a point of cohesive contact within the nursing profession for diverse stakeholders and an opportunity for synthesis of nursing leadership direction. The taskforce provides grounded intelligence to those members who have freedom of speech and action.

Terms of Reference
Jenny had drafted ToR discussed. Add digital holding of NF Taskforce notes and key documents. Agreed to use www.nursingchampionz.nz – add a new tab. Include in ToR document.

Liaison with Frances Hughes and Sharon Brownlee
Frances has been appointed to the HNZ Board and to the NCNZ Board. Sharon has been appointed to the Manukau Polytechnic Board and NCNZ Board.
Jenny has spoken several times with Frances Hughes who is informed, has several questions which she will ask in many forums. Jenny has spoken with Sharon who is Australian focused and is getting up to speed with the NZ context. Continue to communicate
Frances has recommended that this Taskforce facilitate a discussion in late January to be strategically focused. Jenny agreed the timing is important to ‘lock in’ our thoughts prior to the election and consider how we influence. Jill offered her facility in Wellington – we need to plan.

NCNZ Scopes of Practice work
Continued discussion about the NCNZ approach to create a nurse prescriber scope. Jenny has spoken with Jill Clendon to understand what the time pressure for future proofing in relation to the Therapeutics Medical Products Act/legislation. She has started a discussion with Jill with an alternative view. We have made a submission.

4.Nurse Practitioner Programme Funding – new funding arrangement
Helen Snell asked what discussion had occurred about the change in funding of the NP programmes. She and others are trying to keep the providers aligned as they are forced to reach agreements with the PHO consortium who are underfunding the NP contracts [$1000-1500<]. They are advertising 7x full-time NP Leads in each region. Difficult relationships with the CNO’s in each PHO organisation who are aligned with employer/funder strategy. Helen was also concerned that NP candidates are now called trainees. Does not fit the NCNZ and TEC standards/funding.
Action: Consider what NFT might contribute to the debate?
5. Current issues
[5.1] Primary Health Care Advisory Group
Concern that the new Advisory has no nurse on the group, also no Maori or Pacific representation. Several communications have been made to the Minister of Health.

We have an informal nursing taskforce comprised of senior nurse leaders with a shared concern for a number of critical issues currently challenging effective health service delivery.
I write on behalf of that group to express concern about the composition of the PHC advisory group you are chairing. As an experienced and senior GP you will understand the importance of team-work, collaboration and attention to Māori and Pacifica needs and to underserved communities.
Reviewing the composition of the advisory group it is non-reflective of anything other than a GP business perspective.
We are wondering if you will challenge that and insist on a more appropriate composition?
[5.2] Labour’s announcement re: CGT & Drs Visits
Jenny expressed some frustration about Labour’s announcement about the CGT and link to 3 free GP visits. Plan to meet with Labour’s shadow minister. Caution use of Medicaid cards that can be a barrier as it can block out payments to nurses/Nurse Practitioner. Helen Hamer has contacts with the Labour group who are writing policy.

6. Code of Conduct – NCNZ planned consultation January 2026
Discussion on timeline for NCNZ Code of Conduct review. Concern about the values and wellness gaps. We will see in mid-January 2026. We have clips of the slides. Wendy has sent out.
