Taskforce Meeting 12 Sept 2025

Issues

NZ stopped filing data to OECD from 2018. OECD estimated a GDP growth of 6% (but that was based on 2017/18 figures); spending inflated because NZ included GST and no other countries do.  Therefore OECD estimated health funding at 11% of GDP on health.

These figures are wrong; health spending is actually approx 8% of GDP. Meaning approx $1bn short per year.

  1. Auditor General – HNZ removing powers

  2. Ombudsman report – dishonest re staffing numbers

  3. IQNs 50%. Issues of language being spoken; lack of good orientation. Concern re sentinel/adverse events. Waikato developing a programme

  4. Concerns re NCNZ and where taking nursing education and regulation. NCNZ brought in Australian nurse as consultant/lead.

  5. Gluckman – University Advisory Group report – does nursing need to be degree level?

  6. Risks of creating a two-tier education system between universities and polytechs; failing to increase Māori and Pacific representation in the workforce.

  7. Nursing schools (BN) possibly reducing from 16 to 10.

  8. Postgrad - RN prescribing and NP – potentially faster track; accountability sits with schools – but support/supervision provided outside of schools.

Next steps

  1. Continue to respond reactively at times

  2. College symposium on 16 Sept – Kate to set aside time to advise audience of Taskforce

  3. How can we collaborate with doctors at relevant times

  4. Strategy

    • Preparing the workforce for the community needed – both NZ and internationally

    • Undergraduate nurse education and why

    • Domestically trained workforce ensuring growth in Māori & Pacific nurses

    • Postgraduate pathways

Jos is going to begin drafting a paper.
